Does anyone know what would cause this error? We suddenly get this when trying to run payroll.

Total shot in the dark: can't Location records be classified as an "office" type? Did you add a new location recently? Maybe there's a location set up without any state/country/other address info and it's assigned to an employee you're trying to calculate for. So the system doesn't know how to calc the taxes. Could be similar issue with a new subsidiary
