Is there a way to create an email with a custom template every time a record is created WITHOUT a workflow or script?

Yes, manually, by having a user type the custom template, but that's not the answer you are looking for. what are you actually trying to accomplish?

Every time a person feels at a new hier form, we need all of the information that was put in that form to be sent to an email

Oh. That's easy. Then why don't you create a saved search that looks for new employees' records upon saving and then set the search to automatically email you or a group of people a link to that new employee form that was just created? Sending all the employee info outside the system probably breaks all the HIPAA compliance rules your company is trying to follow by keeping their data in NetSuite.
