What permissions are needed to view the Reports -> Sales -> Sales by Item Summary? Our employee has the Sales report permission, as well as all the Sales Order report permissions, but it still shows "No Data Available" every time he runs the report.

If he can see the report, then he has access and may be filtering it in a way where there is no data.

I, as an Administrator, open the report the exact same way and see all the data. He opens the report and it says No Data Available.

Default report has date filters, what dates do you have set vs him?

The exact same dates (this month)

Does the user have multiple roles? If so, are they logged into the correct role? If logged into the correct role, what is set under the field Employee Restrictions?

He only has one role, restriction: own and subordinates only

The restriction is your issue, that is telling the system to only show him sales done by him or his subordinates. So if they don’t have any in that time period, his results will be empty while yours as an admin can see everyones sales in that time period.
