we are getting random transaction saves/edits that are taking 5-10 minutes to save. the performance report for these transactions is listing Network as the issue. Does this mean local network or ISP issues?

Yeah I believe Network means it's some issue between NS servers and you. Malfunctioning VPN maybe? Could be an ISP issue too.
