What's wrong with this formula condition

FWIW: I would go to the record you'd expect this to update on and add `&amp;xml=t` to the end of the URL.

From there, you can see the true value of that field -- that should help you troubleshoot

Try to use it as a text value
{yourfieldid} = ‘Department Name’

Also why not use the regular builder instead of formula builder for the condition?
