In case anyone else finds this in a search, the answer is yes. Create a saved search of the transactions you want to auto-approve, set the approval rule limit to high number e.g. 9,999,999,999, then set an approval group. The group will never get the email because the limit is high and you should end up with an auto-approved transaction.
