I build the website using SuiteCommerce and it creates the order. And I want to trigger sales order record's UserEvent. But it is not working. Any idea?

Check the user event's deployement script execution context, it needs to have webstore listed

Yes, Web Store is one of the few execution contexts that are disabled by default when you deploy a script.
