How can we restrict user access to a particular location?

In the role under "Restrictions" you can restrict the user role by location.

Yes, I understand, but I want to restrict the user, not the role. For instance, I have two users with the same role, and both have access to 3 locations. However, I want to give the first user access to only 1 location, while the second user should have access to all locations.

Ok - I don't think there is a way to do that exactly.

Maybe create a copy of that role but add location restrictions to the new one?
