has anyone ever found a way to bulk add approval rules?

What do you mean, across multiple records, or record types, or what? Haha

I mean if you are using Approval workflows the approval rules seem to need to be added 1 by 1

So are you referring to the approval states inside the workflow? Because a single workflow can apply to multiple transactions for example.

If that is what you're referencing, states can't be copied unfortunately, but actions inside of states can be.
