Is there a way to create a role but not manually?

Not scriptable and not importable. So the option is limited to 1. Manual 2. Bundle 3. Wait,,,, can SDF create a role? If possible maybe I can play around this

I have vague recollection that it's possible in some other way. Maybe it's SDF. But how?
