has anyone written a “send texts from NS” thing of their own, without using Bronto or other third party tools?

yeah, I second twilio. Trying out an IVR piece later this year as well. Great documentation and APIs. Prices went up but functionality/performance/documentation as well, so I am ok with the increase.
