When we create `Custom Record`, under `Numbering` tab, we can speficy MINIMUM DIGITS `numberingmindigits`  , is there a way to access this value from suitescript ?

No, you can’t. That can only be set manually.

the fun answer is that `customrecordtype` is a valid record type for N/record
