Thanks for this. I was able to upload it via Customization > Plug-ins > Plug-in Implementations > New. But it does not appear on the list of Plug-in implementations

I have had issues with plug-in implementations not showing up even though they are there and I have permissions to edit them. You may want to contact support to find out why they aren't displaying
