You can deploy a suitelet which has a file upload field to the Customer Center, if the cost of those (cheaper) licenses isn’t prohibitive (and if you want the other customer center benefits). Or you can use inbound email capture (either via a custom plugin or taking advantage of support case email capture) and have them send the attachment to a specific email alias which can then be dealt with inside NS. Or as Fred said, if you have a company website with a page for inputting the file, that form could send the file to a RESTlet endpoint. I’ve seen all 3 - just depends on your customer’s needs, scripting capabilities/budget, how much you want to maintain, etc.
