Has anyone successfully able to programmatically record a time entry (`record.Type.TIME_ENTRY`). I'm getting an error message `The feature 'Timesheets' required to access this page is not enabled in this account` even after checking that anything timesheet related was enabled.

you probably want to create a timebill or timesheet instead
