I'm trying to create a custom field for EIN number. I want to set it so there's a dash and put a character limit on it so XX-XXXXXXX Is there anyway to do this?

To limit # of characters you need to edit custom field, and go to validation & Defaulting and give it a max length. If you need a dash, then i believe you need a workflow or script
