I think the problem may be that, in the UI, you can only choose a date filter for both date and date/time fields. I don’t think the UI gives you a time option. Perhaps because it is not supported by saved searches. You may need to filter by date, then use scripting to do more granular filtering by time, if required. You might also try SuiteQL to see if it allows for for granular filtering.
