In the documentation for Custom GL plug-ins (https://docs.oracle.com/cloud/latest/netsuitecs_gs/NSCGL/NSCGL.pdf), page 62, it says that error could also be coming from a Custom GL plug-in, where the custom debits and/or credits do not balance.
