How to deploy and update Vendor Request for quote using script.

Hi, I have created RFQ and select 2 vendor. If one vendor update the RFQ Response means, response date updated against the vendor in particular RFQ. For other vendor, administrator going to update the response but response date is not updated. Is there any features need to be enabled.
