There’s nothing inherently different about starting a business and calling it a “startup” vs starting any other business. If you are going to provide a product/service that people will find valuable, at a price that is reasonable, AND you have the ability to LET PEOPLE KNOW about the product/service and CONVINCE THEM that your product/service is superior to others that may exist on the market, then it can succeed. The usual caveats apply as for any new business.
