I was able to reproduce it, seems like one of those cases then when "Run as Admin" doesn't work as expected.

If you try to create a PO as a non-admin, the field doesn't get set

However, create a PO as an admin and it works as expected

unless there's something else role-based that's running afterward and overriding it
