that's not a date. That's a month (or day?) and year.

They require

mm/yyyy

use this

var ccExpireDate = format.parse({
	type: format.Type.MMYYDATE,
	value: '12/2019'
});

I tried it, but get an error of format undefined.

you need to import N/format into your script
