Yes Script Deployments are a scriptable record type

thanks @erictgrubaugh saw it now from the help guide. But unfortunately, it stated that I parameters are read only. and Scheduling is not allowed too. Use case is to dynamically create deployments with different schedule and different sets of parameters

You cannot set scheduling, that's correct. You would set the parameters at the time you invoke the script with
