Anyone know development accounts are free or paid ?

As far as I know, they don't offer free development accounts anymore.

The old developer accounts are no longer offered for free. However, if you pay for one or more full sandbox, you also get three additional developer sandboxes per full sandbox. I don't think they are offered separately, but having a full sandbox and a few developer sandboxes is a very good idea to avoid making untested changes in production.
