I am trying to figure out why revenue is being recognized at time of a sales order fulfillment, as opposed to invoice creation. Any thoughts?

Create revenue plans on has been set on fulfillment rather then billing on item record.

Yes, you need t change settings on the Item to create revenue plan on Billing vs Fulfillment
