Anyone have an issue on refresh where the Sandbox thinks you're maxed on users? Our Prod environment is maxed out, but when we refresh, we only make it available to Admins and I confirmed it's only our Admins that have Give Access=Yes. But I still get that little "add users" screen when I try to add access to a non-Admin integration user.

The new Sandbox user exists in PROD?
nvm I just tested it... Adding a new user in SB doesn't affect the PROD licence count... So I guess you can have (let's say) 100 users in SB and other, different 100 users in SB... I guess?

Turns out I was just impatient. The user count fixed itself after ~5 minutes or so. Maybe I'm the only one that immediately goes into the environment and starts doing stuff after applying the refresh.
I do that pretty much every time though and never run into that before. Just slow today I guess

Yeah same here, I even try to login so fast after the confirmation email, that the instance is not ready

I think your “count” is number of logins across all envs. So say person A has Prod & SB, person B has just Prod, person C has just SB, you’ve consumed three licences.
if your SB users are a subset of your prod users, then your prod count = licence count

I try to think that PROD is the single-source-of-truth for total licences used. So I was curious about this, added a non-PROD user to SB and the PROD count didn't go up.

Man you scared me for a minute that they changed the licensing...ha. That thought did cross my mind that it might be the case when I was having troubles. We're 100% maxed in Prod, so we would have been in trouble and not been able to let anyone into Sandbox.

Previously, we did purchase full licences in groups of 10 (fast moving company). But with the new increase, I prefer to buy only the exact number that we need. Obviously I run a full active user search before any new puchase.
