Does anyone know of a way to add user notes (outside of stickynotes) to all records in NS? IE: add a note to a newly created location

as long the notes tab is enabled and user have permission for notes then all records should have user notes. For custom records you have to check the user note check box.

How would I ensure they're enabled?
