I can't see any tax fields at all, even though they are available via the field explorer, which leads me to believe it's some kind of missing permission on the REST API role

I think you need to enable SuiteTax to have that information available via SuiteQL, but I didn't try it out. It's available for free with NetSuite 2024.1
