Did you create a "dev only" role by chance?

I have a custom Admin role to work around the mandatory 2FA update. Right now my project sync is set up to upload to Sandbox, only options are the "3" admin role.

I have a build that I am looking into that takes the admin/full access restrictions off and you can choose whatever role you want
