I was told that "maybe" efixes are only released to customers that have reported the same problem that the efix fixes, this leaves all other accounts without the fix. Does anyone know if that's true?

I don't think that article addressed the question.

It doesn't mention account specific rollouts.

I was trying to understand if they're using feature flags to control code releases to different customer accounts,

NetSuite is a multi-tenant system. It means if an e-fix is correcting a bug in general or and ER is pushed ,it is pushed to all acounts.

The ex-Oracle employee that told me they are using feature flagging is wrong then.
