I got this when I updated the Theme Toolkit to 2023 from 2022 and ended up downgrading back to 2022 to resolve.

I think you are not getting the active theme try

gulp theme:fetch

I have been having this same issue all week so far in our sandbox account It started after our SB was updated to 2024.1

Are tou referring to the Extension Management Bundle?

No you don't have to downgrade the bundle only the toolkit that you find with the bundles. If you have a copy of the older versions you can just change those files in your repository.
