i need the sales people to be able to see accurate data on a report

Have u try with more option ( customize report ) if you select in the audience the sales people ?

If the issue is that they can't see the report unless you give them permissions to reporting - then you can use the audience function. if the issue is that they can't see the underlying data - then you will need to revise permissions to view on the underlying data in order to allow it
