i’m not sure if this question makes sense, but when making a copy of a transactions, the related records tab doesn’t show. is this expected / is there a way to show it?

It is expected, as it's just a copy and has no real "relationship" with the original document to be considered "related".

makes sense. one of our users is reporting they can only “Bill” from the PO once. afterward they have to make a copy so that’s why they are doing this. have you ever seen this issue?

I don't even know if that is an "issue" tbh or just how it works. (for example you billed for the entire PO there's nothing left to bill...)

Sounds weird. Better check the real status of the PO and the PO lines when they report the issue.

The relationship can't be set manually. It's a native relationship when it exists, or nothing.
The PO has a status in the header, and each line has columns where you can see if it is received (when applicable) and billed.

I have seen in the past when billing the full quantity and just changing the amount the PO will be marked closed. It seems if fully received PO is billed for either the full amount or full quantity the PO will be marked as Closed. PO $100 / qty 2 Vendor Bill $50 / qty 2 - PO is marked closed because full qty is billed. If so, if when billing they also reduce the quantity and amount on the 1st bill then they can continue to bill from the PO record
