Make sure that the "available as reminder" checkbox is checked. Set that one role in the audience of all the searches. All the users will have to add each of the searches to their reminder portlet themselves.

Is there anyway possible to make those reports pop up as their reminders by default? rather then having them add it themselves?

I think you could publish a dashboard to them with that in it, but then any personal changes anybody made to their dashboard would be wiped, unless you've already locked them. Easier/faster to just get everyone to add them IME.
