does anyone know how to allow permissions to allow a user to view another users csv imports? (not giving admin permission)

would it be a problem to just make them public? Everyone with import csv file permission should be able to access the share dialog - you can share with a specific user, and I think dept / role as well.

The Saved CSV Import is Public and editable. The problem we're running into is when user A imports a file using a saved CSV import, user B can't open the response file to check the errors.

oh, the response file - I think you are out of luck on that outside of admin rights sadly
