Hi, got a question about email approvals and viewing attachments. Does the user need to be logged into NetSuite to be able to view PDF attachments associated with vendor bills? We have a large number of employees who approve vendor bills via email without having NetSuite access.

Depends on where they are ultimately attached in the file cabinet, and the permissions you have set there. If the file has the "Available without login" checkbox checked or you have the "Make all Files Available Without Login" settings selected, then yes, the URL should be globally accessible. Otherwise, no, probably not.

But if you physically attach a file in an outgoing email, that should work fine regardless, just like a normal email. It's only if you have the link to the file in the NetSuite file cabinet that you should have to worry about all that.

I just did similar thing, added a custom file field in the header section where vendor invoice gets attached then use a workflow action to send an email with attached file to users with no access to NS.
