This can be done, I was able to do it using ss1. You just need a deployment to copy from. But I have not tried setting the parameter values permanently via script.

Thanks! Were you also able to set the schedule dynamically? E.g., set to daily vs monthly, etc? I am able to create a deployment record via

record.create

in 2.0, but I cannot seem to set any scheduler field values

I did not try that since I used it in addition to a User Event script that calls the scheduled script. If there were no deployments available, it copies one and kicks it off.
