Is there a way to discard a pending sandbox activation and create a new sandbox refresh? The only option I see is to activate the current one. Do I have to activate then perform another refresh, or wait until some time has passed?

either would work, you can activate it then refresh again or if you wait 14 days without activating the current one it will be deleted. either way it will still count as a refresh used.
