Any Idea why one Suitecommerce website will let you edit the date and name on an existing credit card but another site will not?

This is an SCA site, I have another SCS site were the fields are not disabled.

After more research it seems to be either directly related to Gateway or Payment Instruments and is Not SCA vs SCS issue
