anyone know the permission required to have this popup appear to customize an email message for a Bill Payment? For the role that doesnt have this permission, when they click Actions->Email, it just does nothing. Lists -> Email Templates seems to do nothing.

Lists | Track Messages ? (Allows usage of the New Email task (says the permissions documentation))
