SuiteBilling question. What would cause this behavior? I want to invoice a full month of January but Netsuite is "stealing" a day from January Is there a work around other than having the start date be last year?

Shouldn’t the billing date be the 1st (so that it is after the end date, which you want to be the last day of the month) ?

Client wants billing EOM in arrears, so the 31st...

NetSuite does not include “today” when invoicing. I.e. if I invoice today, July 9th, my billing period is ending July 8th, not July 9th. It makes sense because right now there is 10 am where I am, but someone could be posting transactions later on today, and if I invoice right now, the rest of the transactions today will not be invoiced at all or duplicated. I suggest you speak with your customer and explain it does not work like they want to.
