Does anyone use a PDM to import revisioning information to Netsuite on engineering drawings?

Yes I’ve used Arena PLM or Solidworks PDM connected with NetSuite. QBuild makes a product called CADLink that works well

Or I’ve used an export import process to get data into NetSuite

Is there a way in Netsuite to do version control on all inventory not just BOMs?

If we did the export import process would we need to build a custom field in Netsuite?

NetSuite does not have revision control on Inventory Items or Non Inventory items.  I've always had to make a custom field called "Item Revision"

Depending on your engineering practices there can be 2 revisions

1 is the actual Item Revision (which matches the drawing) and 1 is the BOM revision
