Does anyone have a saved search they have created to identify cogs going through at zero value for particular items?

Why not search for this instead looking for transactions that were brought in at zero dollars instead?
If the issue is that the inventory is underwater, instead I'd suggest changing your negative inventory handling to use a value from the item record.

let's say period is closed before the receipt in the new month, NS won't go back and correct the original fulfilment and therefore it would go through at zero value... hence trying to create something where we can catch these issues prior... as fulfilment hit the P&L, hence that's what I thought would be the best transaction type to look at and it's GL impact...

If you're allowed to open the books and adjust the original values on the builds, NS should then roll the new values across the transactions. It will adjust values on your BS and P&L though... so finance may not be keen, but it would correct the figures. We've recently had something similar and we're looking at doing a search for assembly builds, item receipts and transfers with 0.00 value, if we manage it, i'll share the info :) Would love to hear if you figure out a way to get alerted for something that has 10 lines but only 9 lines of GL impact!

Underwater inventory is when your inventory goes negative- for example: when you do your item receipt after a fulfillment (why is this allowed to occur?)
Also - you really shouldn't close accounting periods if inventory hasn't finished calculating. It will mean your costing engine will get stuck and never calculate right

maybe some way of using the {cogsamount} field in a formula in the saved search results?
we have a report which shows us zero cogs by transaction/by item
