Without a WMS, this isn't possible.

We are about to implement RF-Smart, but only for Receiving at this time. I need to find a way to do this within Netsuite. I am planning to do this with Workflows and custom transaction forms, but for some reason I cannot customize "Bin Transfer" and "Inventory Status Change" forms.

I am interested on the use case for this - what is causing the need for all of this customization?

Correct, For now QC and MRB bins per locations; however, the immediately need is within the Raw Material locations. We need the IQC inspectors to only have access to change Inventory status on Items under QC and MRB bins. Form Status "Inspection" to either "Pass" or "Fail".

I have created a solution that sounds pretty much identical to your use case. I can tell you right now that it involves the Inventory Status, Bin Number, and User Role records to make this work correctly. Along with scripting. Can share more if you like...
