we just started using payment instruments.  I'm pretty sure the payment failed due to shipping cost not being on the SO when the SO was authorized.

@M Duncan capture attempts are typically only allowed for transactions where the authorization is equal to or less than the original base amount of the order. You will probably need to create a second order or reauthorize the original order for the correct amount that includes the shipping.
