You might be better off with a third party like solupay or coastal if the customer is trying to initiate payment via EFT on demand. You might be able to have them set up their own bank info in customer center with the native solution, but you wouldn't want them recording the payments because the electronic bill payments bundle requires your intervention to create the EFT file to send to the bank to initiate draw of the money.
