Tax codes are applied at Item level, not on the whole order.

But when I do an item update via CSV to map a a tax code to the item line I only get the option to apply a tax schedule. What am I doing wrong?

Yes, the schedule indicates the tax type - IE: Std VAT, Zero VAT, etc

Yes, that’s the process, although schedules should contain country specific Nexuses not EU as a whole.

Yes that was my confusion. When referring to "Netsuite help" the tax codes are set up UK and EU. That should resolve it 😀
