Following to see if I learn something here.
3 other things I wish existed with files.
• Ability for Admins to set file / directory for role / user / department rather than the user picking.
• Ability to append note to the file. What is this file?
• Ability to extend the file record type.

Not that I'm aware of. Possibly with scripting, but even there I'm pretty pessimistic. One thing you can do is restrict the folders certain roles have access to, but that'd be a pretty ugly solution for your use case.

i tried restricting, or making it private but everyone can still see files that are in that folder. i dont get it

@Livio Check out "Restricting Access to File Cabinet Folders" SuiteAnswers Id: 8926 and run through what they say there, as there's a couple of things you could be running afoul of e.g. the person accessing it is the folder owner (and thus can access regardless of restriction) or the order in which restrictions were applied to main folder versus subfolder
