Can custom GL plugin change the GL impact of transactions even if the period is closed? What is the purpose of the custom GL plugin period end close task? Just checking before we implement one.

No it can't modify things in closed periods. I'm guessing that might be there to remind you to check for errors on the Plugin so you don't close your month with something posted improperly.
