our NetSuite account owner broke his phone, and can’t get into NS without 2FA. I can’t reset him even though I’m also admin. Suggestions?

Those options only work assuming you have access to all NS accounts that user has access to
If they have an expired sandbox for example - this stuff doesn't work
Generally it means a painful process calling NetSuite and validating that it is who you say it is and resetting their account that way.
